I have faced a problem very similar to this. As Skii mentioned in one of the demos, just quarantine them and mute. Constantly banning will keep them to persist because they know that you are giving them attention.

If they are not playing just /spectator 0 CN then /spectator 2 CN

I approve the global ban.
