"*reloads" doesn't exist anymore, so this was obviously not tested against SVN. I don't think I need to reiterate how much that bugs me (considering it is a rule of issue reporting). Non-reloadables increase by "*add" each time you pick them up, reloadable start at "*max". You set shotgunadd to shotgunmax to get what you're after.
