[BUG] Shotgun doesn't spawn with full ammo

The shotgun doesn't spawn with full ammo in classic deathmatch with /shotgunreloads 0.
to test:

/classic bath ; botlimit 0 ; shotgunreloads 0 ; plasmareloads 0

You'll see that the shotgun spawns with two ammo and the plasma spawns with full ammo. I feel this is inconsistent.

"*reloads" doesn't exist anymore, so this was obviously not tested against SVN. I don't think I need to reiterate how much that bugs me (considering it is a rule of issue reporting). Non-reloadables increase by "*add" each time you pick them up, reloadable start at "*max". You set shotgunadd to shotgunmax to get what you're after.
