The list of demos is evidently supposed to be sorted in chronological order, but on a Linux machine, I've never noticed anything like that. Instead, it seems demos are sorted in no particular order I can tell, but always the same order every time so it somehow is a deterministic procedure.
What's more, after playing a demo through to the end, the game returns to intermission and pops up the voting menu, but now with a phantom entry in the "recently played maps" section of the list. I don't think the particular demo matters, but I tested by playing back the "cyanide41458.dmo" file from on three separate occasions from a freshly started program each time. For me, this demo shows up in 79th position on the list, out of a total 86, and it caused a different map to show up as recently played each time: longestyard2k, livefire, and canyon (never cyanide, strangely enough).

Do you mean the list given from /listdemos or do you mean their names as they are saved by the game?
That is what my demo folder looks like on Windows 7 Pro x64
And since we are talking about demos, I'd like to suggest a different naming format.
map-mode-date-time.dmo would be really helpful for determining what the demo is a recording of.

I mean the list that appears in the F2 menu when you select the game mode "demo".

It seems to be sorted by name.
I can confirm that there are "recently played maps" after starting any demo. The list changed after I started a different demo.
Maybe this list is also saved?

They are sorted in the manner the OS presents them to the findfile function, on nix systems this is often by inode. I've fixed the rest of the problems in this issue, just need to figure out how to use "sortlist".

Might this also have something to do with the fact that "maps not in the rotation" appear in a similar, haphazard order? The approved maps at the top of the list are fine, but beyond that it's a total pain to find anything that's not marked as favorite, especially if there are hundreds of maps there.

The demo list in my in-dev mapmenu replacement will display demo filenames as such: "September 29, 2014, at 17:55". In chronological order.

should now sort the individual lists by name.

I can confirm that this solves the issue for me (Linux).
